Emanuel Mac Troutman (January 7, 1915 – October 8, 2004) was a United States federal judge.
Born in Greenwood Township, Pennsylvania, Troutman received an A.B. from Dickinson College in 1934 and an LL.B. from Dickinson School of Law in 1936. He was a Philadelphia and Reading Coal and Iron Company from 1937 to 1962. He was an Assistant to the general counsel from 1937 to 1958. He was a General counsel from 1958 to 1962. U.S. Army, Adjutant General's Office. He was in private practice in Pottsville, Pennsylvania from 1946 to 1967.
Troutman was a federal judge on the United States District Court for the Eastern District of Pennsylvania. Troutman was nominated by President Lyndon B. Johnson on May 24, 1967, to a new seat created by 80 Stat. 75. He was confirmed by the United States Senate on June 12, 1967, and received his commission on June 16, 1967. He assumed senior status on September 1, 1982. Troutman served in that capacity until October 8, 2004, due to his death.
He died in Orwigsburg, Pennsylvania.
